Principal / Project Manager
Allen D. Evans, P.E.
Mr. Evans has more than 38 years of geotechnical engineering and materials testing experience for municipal design and construction projects. His project experience includes pipelines, treatment plants,
detention centers, fire and police stations, schools, parks and campgrounds. His experience also includes geotechnical evaluation and construction oversight of residential, commercial and industrial
development. Mr. Evans frequently serves as project manager for foundation investigations,
geotechnical design reports, environmental assessments and remedial investigations, onsite
wastewater system design and other projects associated with geotechnical, environmental and
construction engineering.
Principal Engineering Geologist
Daniel R. Lind, C.E.G.
Mr. Lind has over 30 years of experience in the geological and geotechnical engineering consulting
field. He has managed geologic hazard studies and earthquake fault investigations for projects
throughout southern California. Mr. Lind has served as project geologist on numerous investigations
for projects including, fire and police stations, libraries, street widening/improvement projects and city
parks and camp grounds.
Principal Geotechnical Engineer
Lawrence E. Strahm, P.E., G.E.
Mr. Strahm is a registered geotechnical engineer and has over 40 years of experience in the
geotechnical engineering and consulting field. Mr. Strahm has been involved with all phases of a
variety of projects, including earth fill dams, pipelines, bridges, highways, commercial and industrial
developments, land development projects, and waste water reclamation facilities. He has instructed
Soil Technology at Riverside City College and served on the Riverside County Grading Appeals Board,
the Riverside County Liquefaction Panel, and the San Bernardino/Riverside Counties adhoc committee
for sewage disposal.
Staff Geologist, Laboratory Supervisor, Special Inspector/Senior Field Technician
Floyd W. Collins
Floyd has over 30 years of experience as a staff geologist, construction materials testing technician and
special inspector/senior field technician. He is experienced with Caltrans, ASTM and ACI test methods.
He performs on-site documentation and overexcavations and fill compaction achieved during grading
operations. His experience includes numerous city and county projects, school projects, residential,
industrial and commercial grading projects, as well as municipal projects including reservoirs and
pipelines. Mr. Collins also performs reinforced concrete and masonry inspection.
Office Administrator
Eileen T. Schnalzer
Eileen has over 20 years experience as the office administrator for IFE. Her responsibilities include
account management, human resources, and project management. Eileen is proficient with the
DSAbox Naming Standards and the procedures for completing “Interim” and “Final” Laboratory Verified
Reports (DSA 291), Geotechnical Verified Reports (DSA 293) and certified payroll reports submitted to
the DIR. She also assists with drafting and preparation of borings logs and laboratory test data.
Assistant Office Administrator
Shannon R. Doughty
Shannon is an experienced office administrator. Shannon brightens the office with her smile and soft
demeanor. She is responsible for dispatching of field personnel, organizing files, preparing documents,
and managing employee daily reports. She is proficient with Microsoft Office, QuickBooks, Constant
Contact and LinkedIn.
Senior Materials Testing Technician
Jeremiah A. Upson
Jeremiah has been a soil and construction materials technician with IFE since 2005. Jeremiah serves
as our lead materials testing technician on large-scale public works and educational construction
projects. His recent experience included the 20 MGD EMWD TVRWF upgrade and HUSD Winchester
Elementary School modernization. He is currently our lead technician during construction of the 2.5
mile, 60-inch EMWD SJVRWCF line.
Senior Materials Testing Technician
Ernie Valenzuela
Ernie has been a material testing technician since 2010. He has worked on numerous city improvement
projects including street rehabilitation with sidewalks and ADA ramps and water and sewer pipeline
backfill projects. He is currently our senior on-site technician during construction of the HUSD Ramona
Elementary School modernization project in Hemet.
Senior Materials Testing Technician
Scott C. Ferguson
Scott has been a material testing and laboratory technician since 2006. His soils testing experience
includes mas grading projects, sewer, storm drain and utility trenches, street improvements and airport
projects. He has provided extensive testing for Southern California Edison and San Diego Gas &
Electric transmission lines. He is currently the lead technician during construction of the RCFCD MDP
Line 41 in Palm Springs.
Senior Materials Testing Technician
Ralph T. Williams
Ralph has been a soil testing technician since 2006. As a senior technician, he performs on-site
documentation of earthwork and fill compaction achieved during grading operations, verification of
stations and elevations, trench backfill, concrete testing-inspection and asphalt concrete pavement
testing. His experience includes materials testing for hospitals, schools, city improvement projects
(CIP) and street rehabilitation.
Laboratory Technician
Matthew V. Evans
Matthew has over 15 years of experience as a soils and construction materials technician.
He also works as a senior laboratory technician, coordinating testing and reporting to clients. His
background includes various soils and construction materials testing procedures defined by AASHTO,
ASTM, and Caltrans.
Materials Testing Technician
Zachary B. Bone
Zachary is our newest team member. He has proven his capability for laboratory testing on many
ASTM test methods including ASTM D1557 maximum density testing and ASTM D2922 nuclear gauge
testing. Current projects he has worked on include waterline trench backfill, street rehabilitation and
small grading projects.
